What the EU funding shift means for electrification

From Electrification Hub •

The EU is redesigning its budget for 2028–2034. Electrification Hub joined Swedish regions and their Brussels offices to explore what the proposed changes could mean for future electrification projects.

At Connect2Europe on 15 October, hosted by Central Sweden European Office and Region Östergötland EU Office, four developments stood out.

  1. Fewer separate programmes, bigger national plans. The EU proposes to bring funding for areas including cohesion, agriculture, fisheries, migration and security together under National and Regional Partnership Plans, with one comprehensive plan for each member state.
  2. A new European Competitiveness Fund. The Commission proposes €234.3 billion to support strategic technologies from research and innovation through scale-up and industrial deployment. The fund is designed to simplify access to EU funding and combine different forms of support.
  3. Demonstration and skills are on Sweden’s list. The draft priorities presented for Sweden include test and demonstration facilities for the green transition and skills for industrial transformation.
  4. Sweden is also rethinking regional policy at home. A government inquiry delivered in June (SOU 2026:46) proposes clearer roles and sharper priorities in skills, infrastructure and business development.

Nothing is final. Negotiations on the next EU budget are still under way, with the aim of reaching an agreement that allows the new funding period to start on 1 January 2028.

But the direction is worth paying attention to. Demonstration, scale-up and skills all feature in the emerging picture, and the work to shape priorities and build the right partnerships starts well before the calls open. Electrification Hub is doing that work together with our partners.
